What Is an Article 4 Direction?

An Article 4 Direction is a planning tool that allows a local council to remove specific Permitted Development Rights (PDRs) in a defined area. In the context of HMO rent to rent, it removes the automatic right to change a standard house (Class C3 — a family home) to a small HMO (Class C4 — let to 3–6 unrelated people) without planning permission.
