The LACORS (Local Authorities Coordinators of Regulatory Services) fire safety guidance and the MHCLG HMO management guidance are the primary national frameworks. However, individual councils apply their own HMO licensing conditions on top of these national standards. How long does it take to complete all the checklist items for a new property?

For a straightforward property: due diligence and contract (2–6 weeks), setup and refurbishment (4–8 weeks), compliance certificates (schedule in advance; allow 2 weeks). Total from deal agreement to first tenant: typically 6–14 weeks. Can I use this checklist for serviced accommodation rent to rent?

Most items apply to SA as well as HMOs, with some differences: SA does not require HMO licensing (unless operating at HMO occupancy levels); deposit protection works differently (guests do not typically pay deposits in the traditional sense); and Right to Rent checks are typically not required for short-stay guests (under 3 months).
