Minimum Room Size Requirements

- Single adult occupant — minimum floor area of 6.51 square metres
- Two adult occupants sharing — minimum floor area of 10.22 square metres
- Child aged 10 or over (sleeping room) — minimum floor area of 4.64 square metres
- Rooms below 4.64 square metres — cannot be used as sleeping accommodation at all

Amenity Standards: Bathrooms, Kitchens and More
In addition to room sizes, HMO licence conditions specify minimum amenity standards. Typical requirements for a 5-person HMO include:
- Kitchen facilities — adequate cooking facilities for the number of occupants. Typically one cooker (4 rings) per 5 persons, adequate fridge storage, sufficient worktop space
- Bathroom facilities — minimum ratio of 1 bath/shower and 1 WC per 5 persons. Some councils require separate WC facilities if shower rooms do not include a toilet
- Washing facilities — facilities for washing clothes. Many councils require a washing machine as a minimum
- Space heating — adequate heating in all rooms, including communal areas

Room Size Due Diligence Before Signing

- Bring a tape measure to every viewing — measure every bedroom and record the dimensions
- Calculate usable floor area — note that areas under sloped ceilings below 1.5m height may not count toward the minimum floor area in some council calculations. Check your local authority’s methodology
- Request the floor plan — ask the landlord for an existing floor plan. If they have one, compare it to your measurements
- Check the council’s HMO standards — download the local authority’s HMO management standards document before committing to a deal in a new area. This will specify all room size minimums and amenity requirements applicable to your specific property

What happens if a room in my rent to rent HMO falls below the minimum size?
A room that is below the minimum 6.51 square metre threshold cannot be let as a bedroom to an adult. If discovered by the council during a licensing inspection, they will issue a condition requiring you to stop using the room as sleeping accommodation, reducing your lettable rooms and income. This is why measuring rooms before you sign the deal is non-negotiable.
Do the minimum room sizes apply to all HMOs or only licensed ones?
The Licensing Regulations minimum sizes technically apply to licensed HMOs. However, the Housing Act 2004 overcrowding provisions and the Housing Health and Safety Rating System (HHSRS) apply to all residential properties. Even if a property is not licensable, letting a room that is too small to be safe and habitable exposes you to enforcement action under HHSRS.
What is the minimum room size for a double-occupancy room?
A room shared by two adults requires a minimum floor area of 10.22 square metres. This is the minimum for a room you let to a couple or two friends sharing. Note that most professional HMOs let rooms individually rather than as shared rooms, so the single-occupant minimum (6.51 square metres) is more commonly relevant in practice.
