Landlords across Wales are being encouraged to consider a government-supported leasing programme that offers a more stable and structured way to rent out their properties. The scheme is designed to provide long-term security for landlords while also improving access to affordable housing for tenants.

Leasing Scheme Wales is funded by the Welsh Government and delivered in partnership with local councils. It allows property owners to lease their homes directly to local authorities for periods ranging from five to 20 years. In return, landlords receive guaranteed rent for the full duration of the agreement, providing a consistent income stream regardless of tenant changes or void periods.

The scheme has been introduced as part of wider efforts to strengthen the private rented sector, improve housing standards, and reduce homelessness across Wales. By working with landlords in this way, local authorities aim to secure more stable housing options for individuals and families who may struggle to access the open rental market.

Officials describe the programme as a flexible and secure letting option that benefits both landlords and tenants. For landlords, the key advantage is financial certainty, as rent is paid at Local Housing Allowance rates and is not dependent on occupancy levels. This can be particularly appealing in a rental market where income can often fluctuate due to tenant turnover or unexpected gaps between lets.

Alongside guaranteed rent, landlords taking part in the scheme also receive support with tenant management. Local councils often take responsibility for day-to-day issues, reducing the administrative burden on property owners. This can include handling tenant queries, managing tenancy arrangements, and ensuring the property is maintained to required standards.

The scheme also offers added protection through lease agreements, which typically cover damage caused by tenants beyond fair wear and tear. This provides landlords with greater peace of mind and reduces the financial risk associated with property letting.

Some landlords can access grants of up to £5,000 to improve energy efficiency or bring properties up to required standards. Further retrofit funding may be offered depending on the property’s condition and location.

These financial incentives are intended to encourage landlords to improve the quality and sustainability of their housing stock, while also increasing the number of properties available for social and affordable rent.

Local authorities across Wales are actively promoting the scheme. Pembrokeshire County Council, for example, has been encouraging landlords to participate, describing it as a low-risk and dependable option for those looking to let their properties while supporting local housing demand.

The process for joining the scheme is relatively straightforward. Landlords can express their interest through an online application form or contact their local Private Rented Sector team for more information. Council teams are available to guide landlords through the requirements, explain eligibility criteria, and outline what support is available.

For many landlords, the scheme presents an alternative to traditional letting arrangements. While it may not always offer the highest possible market rent, it provides long-term certainty, reduced management responsibilities, and access to additional financial support.

As housing pressures continue across Wales, Leasing Scheme Wales is expected to play an increasing role in helping councils secure stable accommodation. At the same time, it offers landlords a practical way to reduce risk while contributing to wider social housing goals.
